Should milk production be streamlined

Hello IINN-ites, Recently we had an idea by Mr Sudarshan Fomra on the IfI database (http://www.indiapolicy.org/ifi) that milk production should be considered as agriculture produce and its production streamlined. But a responder feels that streamlining an essentially animal-centric occupation like milk production would result in savage treatment of the cows. It actually opens up many agricultural areas involving animals, which are streamlined in many countries, and reaping higher yields. Are they justifiable? What are your views? Should agrarian activities involving animals should be considered as industry and rated by profits and turnover and streamlined? Incidentally another responder feels that the process of milk production *after* the cows are milked can and should be streamlined; and leave the current status quo on treatment of cows as it is. But can there be a measure of reliance on this streamlined industry which relies on an essentially unstreamlined input? What are your views about them and other agricultural practices?
