Cabinet reviews situation: Govt terms Mujahideen response positive

ISLAMABAD, July 10: The federal cabinet was informed here on
Saturday that the Mujahideen had responded positively to the
appeal to withdraw from Kargil. "The cabinet noted that the
Mujahideen have responded positively to the appeal of the
Government of Pakistan to help resolve the current Kargil
situation," said a handout issued after the meeting which was
presided over by Prime Minister Nawaz Sharif.

The Minister for Foreign Affairs, Senator Sartaj Aziz, when
contacted said that the handout had been prepared very carefully
and, as such, was self-explanatory. "I would not say anything more
than that," the minister added......

Pullout not acceptable: Al-Badar

RAWALPINDI, July 10: All Mujahideen groups have unanimously
rejected both the Washington accord and an appeal made by Prime
Minister Nawaz Sharif regarding a pullout of the Mujahideen from
the Kargil sector and have pledged not only to continue their

occupation in Kargil and Drass but also invade other disputed
areas near the Line of Control (LoC).

This was stated by Ahmed Hamza, the Amir of the Al-Badar
Mujahideen, at a press conference held here on Saturday. He was
accompanied by two commanders of the organisation - Salahuddin and
Nisar - who had recently returned from Kargil and Drass
sectors......

Laser-guided bombs dropped on Drass

KARGIL (Occupied Kashmir), July 10: Indian air force bombers
stepped up attacks on Kashmiri freedom fighters on Saturday even
as the Indian army admitted that there was no sign of any
withdrawal by the Mujahideen.

An air force spokesman said 11 MiGs and Mirage jets dropped 7.2
tons of laser-guided bombs on a strategic ridge in

Spirit of Kashmiris belies Indian claims, says NYT

NEW YORK, July 10: The death toll and the spirit of Kashmiris in
the valley belies Indian claims that the recent turmoil in the
valley was a Pakistan Army operation using "rather feckless
rebels", says the New York Times.

In a front page report from Muzaffarabad - Kashmir town buries
dead, Fights on - the Times said "For weeks, India has been
portraying the Mujahideen as rather feckless rebels being led into
battle by Pakistani army regulars. Each day in New Delhi, the
military announces a new string of victories and a lopsided death
toll......

Utility consumers not to pay Sales Tax

ISLAMABAD, July 10: The federal government has decided to deduct
the sales tax from the surcharge money deposited by consumers on
electricity and gas bills.

The sales tax has been scheduled to be levied on electricity and
gas supplying companies from September 1, 1999.

The decision to deduct ST from the surcharge money has been taken
to levy the sales tax in a way that its burden is not passed on to
the consumers, officials said here on Saturday......

NIC issuance procedure changed
------------------------------------------------------------------
ISLAMABAD, July 10: The Director General of Registration has
issued a new directive, affecting several changes in the National
Identity Card issuance procedure. According to new procedure,
applicants from rural areas will now have to get the form attested
by the Numberdar of the area, in addition to attestation by a
gazetted officer. The Numberdar will have to accompany the
applicant to registration office and fill in the verification form
in front of the officer concerned. He will also be required to
certify the applicant's residential whereabouts.

Fore applicants of urban areas, a verification from the project
manager will have to be submitted failing which the registration
office will have recourse to a DSP or higher police authority for
the same. It has been made binding on male applicants to visit the
office in person while women have been exempted from this

Banks asked to phase out lottery schemes

KARACHI, July 10: The State Bank has decided to phase out the
much-publicised lottery schemes launched by some major banks as
Governor Dr Muhammad Yaqub believes that the schemes appeal to
"gambling instinct" of the general public.

At a meeting with top bankers here on Saturday, Dr Yaqub asked the
banks running these schemes to come out of this business "slowly
and gradually" without setting a deadline......
